License Fees Note: the fee table below has been implemented in the online versions only, and is not reflected within the printed version of the regulations. License fees are current at the time of publication. During the 2025 legislative session, the legislature adopted SSB 5583 which increases recreational license costs by 38% beginning July 1, 2025; SB 5390 which increases the cost of a Discover Pass beginning Oct. 1, 2025; and HB 2003 which re-establishes the Columbia River Salmon and Steelhead Endorsement fee beginning Jan. 1, 2026.
