Hunting Licenses

Hunting in Hawai‘i requires a hunting license, whether you hunt on public or private land. To purchase a Hawai‘i hunting license, you must possess one of the following documents:

  • a Hawai‘i Hunter Education Wallet Card, issued to graduates of our basic Hunter Education course (see online for more information); OR
  • a Non-resident Letter of Exemption. Letters of Exemption are free to those with an out-of-state hunter education card or a Hawai‘i Hunting License issued before July 1, 1990. You can request a letter online. Once processed, an email notification will be sent with additional instructions.

You can purchase a hunting license if you have one of these documents. A current-year Hawai‘i Wildlife Conservation Stamp is also required to hunt. The stamp must be affixed to the hunting license in the space provided. A game bird stamp is also required for game bird hunting.

Licenses can be purchased online, from any Division of Forestry and Wildlife Office (DOFAW) or from any registered hunting license vendor. A list of registered hunting license vendors is available at any DOFAW Office. The cost is $10 for residents and $95 for non-residents.

Licenses purchased are valid from the date of purchase through Fiscal Year 2025 (Date of purchase - June 30, 2025)

Hunting Tags and Permits

After purchasing tags/permits you will be required to check in prior to hunting. You can check in physically at an established hunter check in station OR you can check in using our new mobile application called OuterSpatial. You can download the mobile app from the Apple Store or Google Play Store. Once downloaded, navigate to the Hawaii Community and press the red plus button to check in. Certain hunting units have bad cellular service so it is recommended that the mobile app be fully installed prior to arrival. The mobile app will work offline after proper installation and registration. For more information please go online.

Goat Hunting on Kauaʻi

The Department of Land and Natural Resources is pleased to announce the opening of archery, muzzleloader, and regular rifle hunting seasons for feral goats on the island of Kauaʻi. For goat season regulations, visit online.

Applications can be obtained from the State Building, 3060 Eiwa Street Ste. 306, Lihue, HI 96766, various Kaua‘i vendors, as well as at all hunter check stations. Permits can be purchased online. For more information on the access, please call the Kaua‘i Division of Forestry and Wildlife (DOFAW) office at 274-3433

Payments via mail must be in the form of a personal check or a money order. No cash will be accepted through the mail. All qualified applicants will be issued permits, and all application fees and tag fees are non-refundable.
